In 2004 ten countries joined the European Union (EU). Two of the countries, Malta and Cyprus were given full free movement rights (including rights to work); these countries were called the ‘Accession 2’ or ‘A2’ countries. The other eight countries, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia were given limited access to European labour markets; these countries were called the ‘Accession 8’ or ‘A8’ countries. The Workers Registration Scheme (WRS) is a UK scheme designed to regulate access to the UK labour market and to restrict benefits.

- 28,495 Initial Worker Registration Scheme (WRS) applications in Quarter 4 2009, compared to:
- 30,600 Initial Worker Registration Scheme (WRS) applications in Quarter 4 2008, AND
- 52,675 Initial Worker Registration Scheme (WRS) applications in Quarter 4 2007
- 26,650 approved Worker Registration Scheme (WRS) applications in Quarter 4 2009, compared to:
- 28,835 Initial Worker Registration Scheme (WRS) applications in Quarter 4 2008, AND
- 50,820 Initial Worker Registration Scheme (WRS) applications in Quarter 4 2007
- Approved Initial applications from Poland fell to 12,125 from 16,970
- Approved Initial applications from Latvia increased to 5,035 from 1,965
- Approved Initial applications from Lithuania increased to 4,250 from 2,710
- There were 5,753 applications for income related benefits in Quarter 4 2009, compared to 4,049 in Quarter 4 2008. 69% of applications were disallowed in Quarter 4 2009 on failing the Right to Reside and Habitual Residence Test

- 113,445 Initial Worker Registration Scheme Applications in 2009, compared to:
- 166,700 Initial Worker Registration Scheme Applications in 2008, AND
- 217,975 Initial Worker Registration Scheme Applications in 2007
- 106,390 approved Worker Registration Scheme (WRS) applications in 2009, compared to:
- 158,545 Initial Worker Registration Scheme (WRS) applications in 2008, AND
- 210,805 Initial Worker Registration Scheme (WRS) applications in 2007
- Approved Initial applications from Poland fell to 54,715 from 103,115
- Approved Initial applications from Latvia increased to 15,385 from 6,980
- Approved Initial applications from Lithuania increased to 14,720 from 11,560
- Approved Initial applications from Estonia increased to 1,135 from 945
- There were 25,860 applications for income related benefits in 2009, compared to 13,616 in 2008. 71% of applications were disallowed on failing the Right to Reside and Habitual Residence Test
